The Headlands is a 121.3 acre site characterized by scenic and natural features including sheer coastal bluffs, environmentally sensitive habitat areas, scenic vistas, and pedestrian trails. The completion of this area will include the development of 118 single-family homes, 4.4 acres of Visitor/Recreational Commercial development, 90 room hotel, 35,000 square feet of commercial development, 40-bed hostel, 28 acre conservation park, and approximately 41 acres of additional parks and open space. HDCP Local Coastal Plan Amendment
General Plan Amendment GPA24-001, Zone Text Amendment ZTA24-0002, and Local Coastal Program Amendment LCPA24-0001 to amend the Headlands Development and Conservation Plan to replace the terms “Funicular” and “Inclined Elevator” to “Strand Transit System” (STS) and amend language to provide flexibility for future replacement transportation systems.
